Application Of Build-transfer In Household Garbage Disposal Projects In Hunan Province

Urban environmental protection is a major responsibility of local governments. The project <To Create a Clean City> was launched in the 1980s and the intensity of urban environmental protection has been greatly increased during the last 30 years. China’s current urban waste has reached 7 billion tons according to related data, urban waste disposal problem has become an urgent problem of governments at all levels. The three-year project“Living Wasted Nuisance Free Processing”in Hunan province was launched in 2008, meanwhile, 103 new Living Wasted Nuisance Free Processing Facilities were set up and the processing capacity increased of 36,000 ton per day. The total investment reached$ 0.61billion. Hunan is one of the central China province, the development of economy in different cities varies a lot. Some local governments need an innovation on the investment, financing and the management of construction due to the heavy task of investing almost 100 million constructing fund as well as construction management. New financing models including BT model must be the most efficient way of the infrastructure and financing construction for some local government. This essay will use the theory of financing and project managing to analyze the application of BT model in urban waste processing as matter of fact with the Hunan Living Wasted Nuisance Free Processing project.The major works of this essay are as follows:1) BT model is analyzed by systematically. The definition, application and substantive characteristics of BT model are defined. As the MT model System structure and its operation introduced, the BT model is also compared with the other common constructing model.2) The planning process of the Hunan urban Living Wasted Nuisance Free Processing is analyzed by BT model, including the analysis of the background of BT model, the successful cooperation case in using the BT model as well as the confirming of investment return rate.3) The implementation process, investment control, progress control measures of Hunan urban Living Wasted Nuisance Free Processing project are discussed as well as its legitimacy and constructing dominant position Starting from the Cooperative game theory of the NON COMPLETE INTEREST GROUP, the formation mechanism of the BT model which is used in the Hunan urban Living Wasted Nuisance Free Processing project.is analyzed.The ROI of the BT project with pilot calculation in excel is estimated.by applying the Deformation of Income Present worth Method through financial statements and financial analysis based on achieving the goal of initiator and organizer.4) At last, the related policy recommendations are proposed according to the urban Living Wasted Nuisance Free Processing project in BT model in some cities in Hunan province.
