The Case Study Of BOT Mode Used To Build Chongqing Tongxing Waste-to-Energy Plant

Usually, the construction of city basic establishments for public in China has such characteristics: large investment, long reclaim cycle, low yield but comparatively stabilization, etc. so such projects especially depend on the government, and adopt tradition supply methods which have characteristics of typical administration monopolization, because of the natural characteristics of basic establishments, the government or society need to supply subsidy, but in traditionally the supply of subsidy is unopened, that lead to phenomena such as: the quantity of subsidy check and ratify is not scientific, the methods of subsidy are not normative, the subsidy objects are not rational, so the methods of traditional economic checking are not favorable for improving the efficiency of investment. In order to find out these instances and as a reference for the marketization of city basic establishment build in China to other cities, the author takes a detailed analysis of the feasibility of Chongqing Tongxing Waste to Energy Co., Ltd. to adopt BOT mode, and studies the success and problems of the progress of building and operating situation of this project as so far, on base of these, puts forward a series advices and improved methods. At last, the author has a conclusion as following: no other than marketization of city basic establishment build can satisfy the requirements of the process of citifying; and it is worth to introduce and commend the methods of BOT which accords with the marketization of basic establishment build.
