Land property rights system is the core of all problems in rural areas. The reform of rural land property rights is related to the basic survival and development of 700 million farmers, Chinese social harmony and stability, the nation-building and urban development, and equity and efficiency. Introduced in 1979, the household contract responsibility system gave farmers the right to operate relatively independent. Farmers become the main body of independent property, gain control over their own labor and make a direct link from land management to its interests, so that agriculture production efficiency has been greatly enhanced and the productive forces has been greatly liberated in rural areas. However, with the deepening of the household contract responsibility system reform, its performance in a specific phase has been gradually releasing. The limitations of its unique system also revealed:on the one hand from the perspective of property rights theory, it is not complete; on the other hand, the household contract responsibility system is actually an incomplete property rights system reform. And it is currently also showed it did not suit the development of market economy and the rural economy and came across some contradictory situation. It needs to be developed and improved.As Chinese industrialization and urbanization process accelerated, it increased employment opportunities of farmers in the second and third industries. Coupled with the income of agricultural production has not been significantly increased relative, a large number of migrant rural workers engage in a large number of non-agricultural industries. Meanwhile, to a certain degree the agricultural development needs for large-scale land operation. It is only through contracted land management right transfer so as to meet the demand for scale and adapt to the development of rural productivity. This paper is based on the current rural land ownership and land contracting rights transfer status, through the research of rural land system in the transfer of the right land contracting and management, attempts to find a way out for the reform of rural land property rights system.This paper begins with a brief overview of relevant theories and the basic situation of the study of Chinese domestic and foreign scholars about rural land ownership and land contracting rights transfer. Next, this paper outlines the status quo and problems of current rural land contracting and management transfer.In the paper the fifth part, we analysis three typical joint-stock cooperative reform in Chengdu and summarize rural land property rights system reform experience. Chengdu City has had a lot of groping on the transfer of contracting rights, of which the land shareholding cooperative system is a major bright spot.Learn from Chengdu experience, this paper presents an approach of how to perfect Chinese rural land contracting and management of the transfer of the right: This basic research method of article is based on literature research and case studies. We collect information on rural land property rights system reform and land transfer through various channels and use method of comparative analysis and institutional analysis which is prevailing in the political economy. The Innovations of this article is that we analysis three typical cases and make a comprehensive comparison from similarities and differences. This provides a new perspective and reference for the study of the cooperative shares circulation of land in Chengdu, as well as the reform of rural land property rights system.
