The world economy experiences fast globalization. Innovation of knowledge, scientific and technology and industry have been upgraded. During this process, the importance of talents has been recognized. This era is characterized by knowledge-based economy. Nations compete on comprehensive national strength while organizations compete on economic strength. However, the core of the competition is about the competition of talents. Human resources are not fixed assets; they are different individuals who will make their own decision on jobs according to environment change and industrial demands. This is called human resource flow. Reasonable flow of talents will definitely increase innovative capability of the organization, insert vitality to the organization, improve the efficiency of the team and enhance competitiveness of the organization. However, if an organization fails to manage talents, especially those with specialized knowledge and experience, the organization is quite vulnerable to outflow of talents that will cause negative impact to the organization.This paper adopts an approach of case study, diagnoses the C Center’s outflow of talents under cross culture background and applies the concept and knowledge of human resource management, organization structure according the specific circumstances where C Center locates to C Center’s managerial problems that caused outflow of talents. These problems include ineffective organization structure, inefficient human resource management, culture difference and culture conflict. This paper also provides feasible measures to improve internal management of C Center. With these improvements, C Center will create a harmonious environment for culture integration, will improve internal working process and will create belongingness for members. C Center will attract and keep talents and provide solid support for C Center’s further development.This paper includes five sections, foreword, introduction of the case, case analysis, recommendations and suggestions and supporting measures.
