The Study On The Mechanism Of China’s County Government Food Safety Regulation

In recent years, frequent food safety incidents have not only caused the government and citizens’concern on food safety, but also draw the academic circles’attention on the study of food safety regulation. At present, the academic circles have been made certain achievements on the theoretical study of government food safety regulation, and gradually move towards deepening. The governments in different levels and different regions have also carried on lots of regulation activities on food safety. As the primary governmental organization in China, the county government is in the front line of the food safety regulation. Whether or not effective the regulatory activities are has a direct impact on food safety and health conditions of the farmers in vast rural areas of China. However, food safety regulation in China’s county government is still in the initial stage of the development and application, and need to be further strengthened whatever in theory or practice. In order to meet the needs of county government food safety regulation practice, system studying on the mechanism of China’s county government food safety regulation becomes a pressing issue.This paper mainly applies the literature study, classification research and interview method to analyze the mechanism of China’s county government food safety regulation. After dividing the mechanism of county government food safety regulation into three components, which are the goal of food safety regulation, the process of food safety regulation and the impetus of food safety regulation, this paper respectively analyzes each one and explores the relationship among them, and finally verify the theoretical analysis by the practice of Yuzhong County on food safety regulation. The study on the goal of food safety regulation focuses on the basis of setting county government food safety regulation goal, the basic principles and specific goals of county government food safety regulation; the research on the process of food safety regulation is done by dividing the process into three parts:food production link regulation, food circulation link regulation and food catering services link regulation of county government; the analysis on the impetus of food safety regulation is conducted from two aspects:internal regulation impetus and external regulation impetus of county government. Moreover, the case analysis is organized by three parts:case discuss, case material analysis and summary.
