In the second half of2007,the United States sub-loan crisis and gradually evolved into a global financial crisis, many banks failed in the United States of America, one important reason is that too much emphasis on the maximization of shareholders’ interests resulted in performance appraisal and management is short-term change, which is in the rapid growth in the Chinese Banking industry management especially the performance appraisal work posed grim challenge, we need to reflect and improve their status. Industrial and Commercial Bank of China as a robust management as the core business philosophy of large listed banks share in listed, especially the global financial crisis, through a series of reform, comprehensive strength and level of profitability improved significantly, has become the world’s biggest, most profitable customers, the modern commercial bank. But as a result of the Chinese special economic environment influence, its profit pattern mainly interest income, the potential risk of credit business and the increasing financial disintermediation by increasing demand, industrial and commercial bank profit pattern needs to be changed as soon as possible. Industrial and Commercial Bank of China strategic seminar in2010and2011employees working conference to put forward to want according to the profound changes in the domestic and international economic and financial environment, through the study on the assessment system and perfect, guide management development, enhance core competitiveness.As the industrial and Commercial Bank of China branch of the Gansu branch, in recent years trying new concept of performance management, exploring new methods of performance appraisal, strengthening performance appraisal based on post responsibility, preliminary built branch of agency, department and employee level, classified performance evaluation system, preliminary implementation organization performance and individual performance synchronous reached. But due to the impact of the external environment, the industrial and Commercial Bank of China Gansu branch of the performance appraisal system still exists in index selection and unreasonable arrangement, performance evaluation methods are too simple, the task decomposition of indicators by layers of hard coded, check-cashing not timely issues. These problems to some extent affected the working enthusiasm of the employees and bring into play, affects the organizational performance.Based on the existing evaluation system research and analysis, the comprehensive utilization of the theory of performance evaluation, put forward to optimize the industrial and Commercial Bank of China Gansu branch of the performance appraisal system improvement scheme and implementation measures, with a view to ICBC Gansu branch of human resources management and construction to provide useful help.
