Labour relation is the most important and basic relationship in the social relationships. Building a harmonious labour relation is the basis and prerequisite for building a harmonious society. In addition a harmonious labour relation is also a necessary requirement to enhance the social management level. In accordance with the public ownership and state owned economy remaining dominant, the labour relationship of state owned enterprises should play an exemplary role between social economic and production relations. In the transformation process from planned economy to market economy, the labour relation of state-owned enterprise has transformed from the Government Domain into the Market Domain. In this transformation has the labour relation of state-owned enterprise possessed particularities, which are different from the time of planned economy, the labour relation of private company and of capitalist countries.Since persevering in reform and the open policy for over30years, in our theories field the labour relation and conflict of private and foreign company are highly respected. But the research of the labour relationship in state-owned enterprise has dropped behind. The labour relationship in state-owned enterprise is not without problem. It has problems as the excessive disparity in income between workers and managers; spreading of worker hired thought; strengthening of "the boss" thought in manager class; weakening of trade union’s role etc. State-owned enterprises’labour relations are harmonious or not directly affect the harmony and stability of the whole social labour relation. To dissolve the conflicts and problems in the state-owned enterprises’labour relations correctly has important theoretical and practical significances for implementing the scientific concept of development on people-oriented for requirements and for building of a harmonious society.
