Research On Risk Management Of SEC VIETNAM VINH TAN For Coa-fired Power Plant Project

In October2009,Shanghai Electric Group (SEC) and the Electricity of Vietnam Group (EVN) wassigned in Hanoi Novel Thermal Power Project Phase II project in EPC contract,project installed capacity of600MW Level two thermal power units, duration46months. In the project implementation process, how to take the initiative to reduceand avoid the potential risk of construction to become an important issue, was placedin front of the Shanghai Electric Group to enter the foreign market.Vietnam VINH TAN2projects is a multinational project, there is more to build abusiness within a limited area are not familiar with the political and militarybackground, religious racial issues, policies, legal issues, government debt crisis inthe implementation of deviation, as well as the understanding of the contract and soon, the existence of policy risk, the risk of natural environmental risks, contractualrisks, construction and sub-risk, financial risk, and the contractor’s own risk. Byidentifying these potential risk factors, the degree of risk to be quantified, theirevaluation and analysis. The evaluation found that the risk of political (policy) is avery important factor, especially the requirements of environmental protection andrelocation policies play a decisive impact on the implementation of the project; whilethe risk of natural conditions, construction methods, risk and contract risk is theShanghai Electric Company must be carefully treatment of risk factors.Shanghai Electric Company, the company’s risk management must be integratedinto the various factors, risks, good design and construction team building work in theconstruction preparation stage, to create the management system; management stagesof the construction site, do the layout of the status of construction divided into goodfunctional areas and the layout and design work; do on-site construction management work in the project construction phase, and coordinate various departments and units.From all stages of project implementation to do the risk control measures, in order toavoid the occurrence of project risks; or risk occurs, so that loss to reduce to aminimum.Through research, to explore the current political environment, marketenvironment and human environment, power engineering contractor may encounter avariety of risks, risk management for the general contractor to get some experience.
