This paper analyzes the status quo of the implementation of the “Going-Out”strategy by central enterprises, and explores the process of “going out”, as well as itsachievements and risks. Taking into consideration of the realities of central enterprisesin China, and in order to solve the problems emerging during the process of “goingout”, the paper puts forward some approaches to implementing the “going-out”strategy, conducting internationalized management, and enhancing internationalcompetition of those enterprises.With the deepening of China’s reform and opening up, the integration of China’seconomy with world economy increasingly accelerates, the role of transnationalenterprises in world economic activities is increasingly prominent, and a newcompetition pattern, which features internationalized domestic market andinternalized international competition, is taking shape. In view of that, the Chinesegovernment has put forward a strategy that Chinese enterprises should go abroad,expand and implement a “going-out” internationalized management strategy. The pathtaken by Chinese enterprises to go internationalized is an inevitable choice respondingto economic globalization, as well as an inevitable result of the development ofenterprises. Central enterprises have taken the lead in making such an attempt,therefore there have been not only successes, but also failures.Through the above analyses, it can be seen that the level of internationalizedmanagement of central enterprises in China is still at a primary stage. In order to makesome improvement, we should take the following measures: improving relevantpolicies, cultivating capabilities of independent innovation, regulating market order,and opening international market, so as to help enhance international competitiveness of Chinese central enterprises.
