Study On Bidding Plan Of Railway Points Heating System In Beijing-Shijiazhuang-Wuhan Passenger Dedicated Line

With the domestic passenger rail accelerating continuously, the railwaytraffic speed gets a great improvement and the time interval between the trainhas been shorten. At the same time, the safety of train operation has been putforward higher request. However, the ice and snow season in the north of ourcountry, the snow could get the railway rail frozen, and put a great threat to theoperation safety. In order to ensure the traffic speed and eliminate hiddendangers, Railway Ministry positively starts a planning: setting up railway pointsheating system in the switches of cold region generally, but the contractor mustparticipate in bidding to get project contract right. Under the condition of limitedresources, how to use scientific theory and method to get more contractedproject chances is becoming the enterprise’s own important strategy problem.And as railway points heating system supply enterprise, how to increase thebid-winning rate in the fierce bid competition, bidding decision-making analysisresearch will become an important content.From the point of view of the bidders, this paper researched on thecontractor’s bidding scheme, analyzed from the influence of the main factorsbidding scheme selection, project bidding scheme design, project biddingproject feasibility analysis and the possibility analysis of the three aspectsanalysis.This article will focus on the project owner’s demand from the tenderdocuments to judge the main influencing factors of the bidding scheme, andlay the foundation for the design of the project. At the same time, through theanalysis of the bid enterprise strength and the condition of the competition, thispaper summarizes and analyzes the risk factors of project. On the basis, thispaper analyzes the bidding strategies of the project.Based on the analysis of the main influencing factors of the biddingscheme, this paper researched on the technical scheme and the businessplan.Technical scheme design includes technical specification, equipmentconfiguration, quality control schemes main content; Business plan includes the cost estimate for the bid price and etc, in order to improve the enterprise ofthe bid-winning rate.Finally, this article analyzes from this two aspects: the support of theproject and project bidding scheme in the condition of the requirements of thetender documents response analysis, in order to achieve the feasibility of theproject bidding scheme judgment of purpose. At the same time, through theway of questionnaire survey, this article judged the possibility of the biddingscheme of the project.The studies on bidding decision-making problem of this paper havecertain practical, and not only provide theoretical decision-making andsupervision for the contractor when bidding on such projects, but also providereference for the related departments and research workers.
