| Since the1990s, under the impetus of economic globalization and theinformation wave, global industrial structure transmitted from the "industrialeconomy" into a "service economy". High-tech service industry highlights theimportant role in the economy. After the financial crisis in2008, eliminate the impactof financial crisis become the difficult task of all countries, in response to theinternational financial crisis, some countries develop emerging industries, it isstrategic breakthrough of promoting economic and social development, high-techservice industry is one of them.The high-tech service industries mainly includes IT services, biotechnology,digital content services, R&D and design services, intellectual property services andscientific and technological achievements conversion services. These are knowledge,technology and talent-intensive, high value-added industry. At present, China is in acritical period to accelerate the adjustment of economic structure, transform the wayof development, increasing demand of the whole society for high technology services.China’s high-tech service industry is still in initial stage of development, JilinProvince belongs the weak areas of developing high-tech service industry, in order toactively respond to the State Council’s requirements, to speed up the transformation ofeconomic development mode, focus on the development of high-tech service industry,strengthen organizational leadership, innovation ideas in order to improve theinstitutional mechanisms to create a good environment, and promote rapid and healthydevelopment of high-tech service industry.There is no corresponding mode of research and policy measures on how topromote high tech service industry cluster development in Jilin Province. Jilinprovince is in the burgeoning area of high tech industry, GDP of high tech industryranks the forefront of the country, but still lack of systematic policy research on thehigh-tech service industry. This article chooses to Jilin high tech service industry asthe research object, combined with industrial cluster, agglomeration theory,summarizes high technology service industry development process of Jilin province, analysis of the current situation of the development, conclude the advantages andproblems of high technology services of Jilin province; and use calculation methodfor the combined effect of the industrial Economics and give quantitative analysis tohigh-tech service industry in Jilin province, combined with the service industry clusterdevelopment model theory, give suitable development patterns and policiessuggestions to high-tech service industry cluster development of Jilin Province.Providing theoretical support for government decision-making and clusterdevelopment and also can provide a reference for other provinces.Derived by studying, the current level of the development of high-tech serviceindustry in Jilin Province is not balanced, gathering is vulnerable, is not conducive tothe overall development of Jilin Province, regions at different stages of thedevelopment of high-tech service industry use targeted gather policy, to increasehigh-tech services in support of the relative competitive advantage of industrial andregional policy, environmental training and so on. Expanding the space ofdevelopment actively, nurturing the emerging industry. The article also used aquantitative indicator of the concentration to estimate the stage of development ofhigh-tech service industry in Jilin Province, in accordance with the cluster evolutionmechanism, put forward to take the external embedded within the cluster, ecologicalmodel of high tech service industry cluster development mode. |
