Strategies For Promoting The Efficiency Of China’s Forest Resource Management Based On Forester System In The U.S

Forester system in foreign countries has a long history. Currently, in many countries where forestry is well-developed, such as Germany, the United States, Canada, Finland, etc., forester system has played an important role in the management of forest resources and made great contributions to the development of forestry. In this thesis, the U.S. forester system as the focus of the inspection object, are consciously researched and summarized of its excellent experience and institutional achievements.The U.S. forester system has been established for over a hundred years, and it is inherited from the Europe, but not only at the very beginning but also in the development process of the U.S forester system, a close connection was set between the newly-born forester system with the American national conditions, so the forester system constantly enriches and develops the f material production, ecological protection and social values of the forests in the U.S. This paper firstly describes the fine tradition and the development process of U.S. forester system, and briefly gives an overview of the American Forestry, then amply introduces the staff (especially foresters) establishment of the U.S. Forest Service, the responsibilities and duties of a forester, the payment, benefits and training of a forester, and the superiority of the U.S. forester system is emphasized.Based on the intensive study on the U.S. forester system of the present thesis, in review of forest resource management model of China, some problems and deficiencies of China in forestry are pointed out, and the strategies for promoting the efficiency of China’s forest resource management based on forester system in foreign countries are proposed, mainly3suggestions as follow:(1) to promote China’s forest resources management legislation work and the working out of relevant standards (2) to build a professional of high-quality, of the ability of law enforcement, and of stability;(3) to supplement the mechanism of the participation of the public in making forestry policies, industry standards and forest management plans, strengthening the external oversight mechanisms of the forest resource management.
