Research On Management System Reform Of Daxing'anling State-owned Forest Region

Daxinganling forest region,an important ecological safeguard in north China,protects Northeast from the sand and dust,playing an especially crucial role in national ecological construction.Because of the high strength deforestation under planning economic administrative system,Daxinganling forest region suffers from serious forest degradation and imbalance intermediate cutting.To enhance the ecological protection of forest region in a practical way,we must accelerate the management system reform which focuses on the transform from timber production to ecological protection and on the improvement of people's livelihood.We must adopt the forest sustainable development path to develop in protection and to protect in development so as to increase the vigour in Xing'an Mountains ecological function regions.The article is guided by making ecologic functional and by constructing State Strategic Wood Reserve Base and followed the requirement of “State-owned forest area reform guidance”.Focusing on clarifying the relation between governments and enterprises,the article regards the system and mechanism as breakthrough point and sets the overall goal of establishing complete ecological system,advanced production system and harmonious social system.The article makes a deep study and analysis on both current situation and disadvantage of integration of governments and enterprises and on the necessity of accelerating management system reform.Taking the management system reform of Shibazhan Forestry Bureau in Daxinganling forest region as an example,the article proposes to make institution function adjustment scheme and to adjust the authority structure in forest bureau in order to gradually establish a streamlined and efficient state forestry institution.It helps to clarify the government management,resource management and social service function inside and to straighten the relations of each aspect like state-owned wood resource management,social management in forestry region and management of enterprises operation.The analysis in the article has positive social benefit in energetically and steadily promoting management system reform of state-owned forestry area in Daxinganling forest region,in accelerating the transformation of forest region and in facilitating stable ecological development.
