Study On Affordable Housing Policy Issue In Terms Of Three Circles Theory

Along with the development of our country’s industrialization and urbanization, thehousing problems, especially which faced by the low and middle-income groups isgetting attention by people since the1990s. Housing as the necessities for people’s dailylife, is a basic condition for human survival. It is a national government’s duty andresponsibility to ensure the people’s subsistence right. The construction of affordablehousing in China is a project which government as the leading, is beneficial to people, inorder to achieve the purpose of “Home Ownership”, gradually reduce the rapid familygap in living conditions between the low and middle-income families and thehigh-income families, and it is a preferential policy in housing construction to solve thedifficulty in the living for the low and middle-income families fundamentally. Althoughit actually solved the part of the low and middle-income families’ housing difficultiessince the policy is implemented, our local affordable housing construction work still existmany problems because of the policies of the defects, the holes in the implementation,and low efficiency of the urban space structure, all those make the housing situation inlow and middle-income group still cannot be fully improved. So we must draw thegovernment’s enough attention, effective ways should be taken to solve the problem assoon as possible.The paper is divided into five parts: The first part of the introduction describesthe significances of the topic of affordable housing, research programs and the domesticand foreign research status briefly; The second part of this article defines the relatedconcept, and focus of discourse three circles theory of connotation and reference onaffordable housing policy; Combining with the practice, the third part make theconstruction situation of Shenyang city’s affordable housing as the breakthrough point,analysis comprehensively of the problems existing in the affordable housing policy; Thefourth part states the deeply causes existing problems for Shenyang’s affordable housingpolicy; The fifth part raises the suggestions on improving the operation of affordablehousing policy with three circles theory.
