Research On The Relationship Between Urban And Rural Coordinated Development From The Perspective Of Urban And Rural Harmonious In Hebei Province

The urban-rural relation is a long-term problem with the development of human society, under the dual role of the State and the market, often experiencing a succession of antagonism and coordination. After the founding of our country adopted a series of urban tendencies of development strategies and related systems, causing separation of urban and rural areas, the city in the rapid development but the vast rural areas have been stagnant, the urban-rural gap is widening, and even threats to regional development and social stability. Hebei Province is China’s major agricultural province, three agricultural problems are very prominent, and urban-rural dual structure is more typical, coordination of urban-rural relationship research in Hebei province, comply with the requirements of the country and Hebei province, provide decision support for urban and rural development strategies, while for other similar regional has an important significance. In this paper, firstly analysis urban and rural relationship development history and reality opportunities on Hebei province, from the perspective of urban and rural harmonious starting to build the evaluation index system of coordinated development of urban-rural relations, taking Hebei province in2001,2005and2010years of statistical data as the foundation, from economic and social area integrated analysis the level, quality and stage of development of Hebei Province and its various regions, and from the space-time dimensions, respectively studied the characteristics and laws of the decade development, then in-depth analysis on problems in development, finally made based on integrated urban and rural coordinated development countermeasures in Hebei province. Major research conclusions in this paper are as follows:Firstly, since the founding of our country, it has experienced three periods in Hebei’ urban-rural separation period (agricultural support industries, rural support for the city). urban and rural opposition period (under the market-oriented), urban and rural areas of transition period (under the state-dominated industry nurturing agriculture and cities support rural areas). Key indicators of the economy, industry and urbanization in Hebei Province in2010has reached the mid-level of industrialization, with enough ability to coordination the urban and rural relationship, in addition, the state and Hebei Province carry out urban and rural harmonious pilot, has taken the development of rural tendency principles and other favorable policy.Secondly, coordination degree of the urban-rural relations in Hebei Province over the past decade has been significantly improved, by2001of36.98development to2010for50.82, most of the indexes in the realization degree obtained fast development, nearly half index realized degree achieved60%above;2010years of urban and rural economic coordination degree and urban and rural social coordination degree goal realization degree were42.58%,58.41%, more than2001years is improved by19.49,8.61%. The relations between the urban and rural development stage by serious not coordinated development to the preliminary stage of coordination is given priority to as a whole in2010, which is up to64%, antagonistic relationship have been improved obviously.Thirdly,2001-2005in Hebei province the urban and rural relationship coordination degree slow growth, the average annual growth of0.75%, the2005-2010average annual growth of2.62%; the weak trend of expanding the city urban and rural coordinated development level in the decade,17.21%differs from the highest level and the lowest level since2001, expanded in201020.09%.2001-2010the coordinated development of urban and rural relationship level there is significant positively related to the space,2005years later the correlation is weakened gradually; HH type and LL type of space gathering more highlight, formed Hebei Central and Northwest even tablets of low low gathering situation,the high urban and rural coordination development level rendering high high gathering situation in Eastern area, gathering effect is still strong, so narrow urban and rural development gap, and promote the coordinated development of the tasks of urban-rural relations in the region is still grim.Lastly, at present the coordinated development between urban and rural areas in Hebei province level is low, the urban and rural economic and social development inconsistent, unbalanced regional development, urban-rural dual structure is still protruding. Therefore we must be under the guidance of the urban and rural harmonious strategy, create a conducive to mutual development of the urban and rural policy system, economic environment and the social basis, promote the coordinated development of urban and rural relationship in Hebei province.
