The Study Of Coordination Between Urban And Rural Land-Use System Based On The Background That Urban And Rural Harmonious Development

30 years of reform and opening up,China’s economy has achieved rapid development,but the development of urban and rural areas is in a serious state of disharmony.The problems of weak agricultural foundation, backward rural development, low income of farmers and so on,seriously restrict the harmonious development of the whole national economy and society.In 2003,Mr.Hu,the General secretary of the CPC Central Committee,put forward the Scientific Outlook on Development,since then,the strategy of our country’s development from key development towards to the overall development,the first of which is to balance urban and rural development.This paper is to balance urban and rural development based on this background, mainly for the coordination of urban and rural land use. Therefore, this paper selects the resource-based economic province’s capital -- Taiyuan, as a case.First of all, this paper separate the urban and rural, from three aspects that the point of land use, economic development and social harmony, select 16 evaluation indexes of urban land use system coordination degree evaluation index system, and 14 indexes were chosen to constitute the system of rural land use coordination degree evaluation index system, then study the urban land use coordination and rural land use coordination of Taiyuan, and then use the model to calculate the coefficient of the coordinated development of urban and rural to city land use coordination degree system.This paper collects the data of 2002-2011 years, dynamic analysis, the analysis results are as follows:2002-2011 years in Taiyuan City, the urban land use system and the rural land use system was never the coordination stage into the initial stage of coordination; system coordination degree of 0.1878 urban and rural land use of Taiyuan city in 2002, in the initial state of coordination of urban and rural land use coordination degree, in 2011 rose to 0.3775, in the coordination stage, ten years rose 50.25%, data show that nearly ten years of land use in urban and rural areas in Taiyuan city to coordinate the development of good posture.Secondly, this paper uses the DPS2006 version of the data processing system based on 2002-2011 in Taiyuan City, urban and rural land use system coordination evaluation results, to predict the development of 2012-2016 years. The prediction results can be seen,2012-2016 years in Taiyuan City, have been improved, internal coordination of land use system in rural areas by 2016, the city of Taiyuan urban land use system coordination degree is possible from the initial coordination in the coordination stage, while in rural areas of Taiyuan city land use system coordination degree due to the slow growth, to 2016 is still in the primary coordination stage; system coordination degree will reach 0.4735 of urban and rural land use of Taiyuan city in 2016, in coordination between peak stage, but the city and township development speed is not synchronized to the gap between urban and rural areas have the trend of expansion.Thirdly, I use the obstacle degree model, analyzed the obstacles in urban and rural areas of Taiyuan city land use coordination obstacle factors, get the main obstacle factors of Taiyuan urban land use coordination in 2002-2011. Analysis shows that, after ten years of development and improvement, as of 2012, the influence factors of urban and rural land use coordination in Taiyuan city to reduce barriers for all investment in fixed assets, per capita net income of rural residents, the proportion of urban population, rural residents per capita total retail sales of social consumer goods, labor productivity, the average wage of workers 6. Taiyuan City, urban and rural land factors hinder the coordinated use of a substantial reduction in 2002.Finally, this paper puts forward countermeasures and suggestions for the construction of the factor analysis, the development of safeguard system of urban and rural areas of urban and rural land use coordination, Taiyuan city. The key points include the following five aspects: the protection of cultivated land quality, land use planning; complete the landless farmers compensation system, protecting the rights and interests of farmers; to strengthen the property disposition, strengthen construction land economical and intensive land use system; to promote the optimization and upgrading of industrial structure, accelerate the process of city development; development and protection, to improve the ecological environment.
