Research On Coordination Of Land-Use According To Urban And Rural Harmonious Development

Since China's urbanization has entered a new era of rapid development,the urban-rural social economy of China is in a critical turning point,however,the existence of partition between urban and rural has been a long time,which made the gap of people's living standard as well as economic and social development between urban and rural grow wider.The Sixteenth National Congress of the Communist Party of China clearly put forward the thought of harmonious development,which urban and rural harmonious development was served as the leader.Also,urban and rural developing together should be taken as the basis.Within a certain region,the rational disposition of land in urban-rural area concerns the development of the city and country.The coordinated land-use relationship between city and country will promote common development of economy and society in urban-rural area,and finally make the urban-rural amalgamation of economy, culture,space and society come true.This paper researches the coordination of urban-rural land use in terms of urban-rural common development,including the following contents:Firstly,on the basis of defining and grasping the connotation of urban-rural land use system and the coordination of urban-rural land use system,the evaluation aim has been clarified.The article constructs evaluating indexes system of the coordination of urban-rural land use from land use,economy development and social harmony.Secondly,this paper carries on normalized processing to the appraisal index system through per-centum function,and calculates weight of each index with entropy power method and integrated index method,and then obtains coordination level of urban-rural land use in Wuhan from 1996 to 2005 with the coordination degree model.The appraisal result shows:(ⅰ) Totally,the urban-rural land use system is becoming coordinated;(ⅱ) Because of the slow development of social harmony, the coordination degree of urban land use system changes from high to low.(ⅲ) From 1996 to 2001 the rural land use system is not coordinate for the unreasonable utilization of rural land;but there is an increasing tendency of coordination from 2002.Thirdly,on the basic of appraising results,the author forecasted the tendency of the coordination of urban-rural land use system in the near future of Wuhan city,and the result indicates that the coordination of the urban-rural land use system of Wuhan will develop along the line of highly coordination.Fourthly,in the view of the evaluation result,this article utilized a barrier model,and discovered the barrier factors which affect the coordination of urban-rural land use system displayed in annual loss rate of arable land,farmland transmitting rate,the coefficient of elasticity of the input and the growth of land use,the per-capita living area for urban residents,the growth rate of GDP on unit land,the output growth rate of per construction land.Finally,the article introduces safeguard measures of accelerating the harmonious development of urban and rural land-use.
