In the past few years, responding to the policy of accelerating industrystructural adjustment in resources regions in order to achieve the sustainable growth of economy,coal enterprise raised the waves of merging and ruffling of enterprise, so that the coal resourcesintegration, the industry concentration increased further, and large coal enterprise, big group areceaseless emerging in great numbers. The expansion added to the needs of the technical andmanagerial personnel, making the battle contending to acquire talents grow more and moreintense.When researching the core employees of state-owned coal enterprise, the author hasreferred relevant information, and understood the definition of core employee of state-ownedenterprise, determined factors scoring method and evaluating method. By the way ofinvestigating and discussing, state-owned coal enterprise employees’expectations and turnoverare analyzed and the four main problems are projected. According to intensive theories, theauthor put forward to recommendations about perfecting intensive mechanism, chose Yankuangenterprise as the representative, and introducing mechanism and measures to motivate the coreemployees of it.
