With the development of the society and the changes of the marketing, the competition among enterprises becomes more and more intense. Whether is the competition in the market, factors of production, or the competition on technology, the final competition is for talent. Although we have got great achievement through reform, we still need the good incentive mechanism to incentive the power of the employees to keep developing in the global competition environment.But, although many scholars dedicated to the incentive meters, the main research way is "Afterwards controls" which is difficult to put into effect and can't get to the point. But compare to the past, the social environment changed and the demand changed cycle become shorter and shorter. In order to get the incentive mechanism to the point, we need to catch the need of the employees as time goes on and to go for motivate innovation.Based on this theoretical background, combined with the incentive theory for normal employees and used the literature research methods, statistics analysis methods and case study methods, the paper do research on the incentive of employees of State-owned company and give my own ideas on this case:Based on the "Two Factors Theory" of Fredrick Herzberg, starting from employees need, combined with the guiding role of Enterprise Culture and Talent Strategy and the constrained functions of the system construction, we designed the incentive mechanism(NACI model). At last, due to the complex of the model, we took an enterprise for example to explain how it works.
