Lower The Cost Of Hebei PEAR In Supply Chain Logistics Countermeasures

Due to China pome production process constantly advancing and the quality improved notably, China pome trade have developed in high speed since we took part into the WTO. Especially, the pome fruit industry of Hebei Province has made a significant contribution. Hebei Province is famous for his pear production. In recently, Hebei takes an important role in the pome total output both home and abroad and with the constantly optimization of pome quality, increasing brand awareness, specialization of pome business operation, fairly high standardization, pome production maintains a good momentum of development and made a decisive position in agricultural production economic of Hebei. However the pome supply chain has an important issue meanwhile it achieved outstanding result, that is the logistic costs of pome supply chain remain high, so it is necessary to have research on the logistic cost in order to promote the Hebei Province pome supply chain.The paper gives the recent situation of the logistics costs of pome supply chain in Hebei Province in the basement of the comprehensive research on the pome supply chain in most of counties and typical research for several counties in Hebei Province. After analysis on the status of pome supply chain of Hebein, the paper later taks account on the logistics cost respectively on overseas wholesales, small fruit shops out of town and local wholesalers and then achieved the conclusion as follow:Firstly, in terms of business process, the logistics costs of the pome supply chain mainly concentrate in the wholesale and retail sectors; secondly, logistics costs take a high proportion in the revenues and cost of the pome business operator. Thirdly, in each stage of the pome supply chain, the logistics costs structure of operator is different, however see the perspective of logistics costs from the whole supply chain, the costs center mainly on the warehousing, transportation and production (pome) loss. Fourthly, the reason for logistics costs in the pome supply chain remaining high lies in the following area:(1) In the stored process, Pome wholesale enterprises spent a lot of power resources, for the state electricity usage of pome wholesale enterprises the same as the industrial use of electricity, which greatly increased the cost of storage of pome wholesale enterprises. In addition, the storage equipment is usually expensive and result in high depreciation expense each year, which also become the reason of high storage costs.(2) The general price level is continually rising due to the inflation at home and abroad since the year of 2007, especially the increase in labor costs and oil price.(3) The pome operators of Hebei Province have not recognized the conception of logistics costs, do not take seriously enough on the logistics cost control, and the internal control system on logistics costs have not been established yet.(4) The pome logistic information construction is too backward to establish a systematic view, strategic outlook and values of cooperation and competition.(5) Pome production suffered serious losses in the circulation process, which is mainly because the storage facilities and refrigeration technology of the majority of pome operators go behind.(6) The support for the pome operators from the government is deficient and some of the policies is incomplete.Finally, the paper proposes the measures from two aspects to reduce the logistics cost of pome supply chain. The one hand, the pome operators should take the following measures: Firstly, strengthen the plan the control of logistic costs; secondly, establish the internal control for enterprise logistics; thirdly, take the scientific measures to reduce the logistics costs.On the other hand, what the government should do is: Firstly, develop a pome logistics trategy; secondly, perfect the circulation step of the pome supply chain; last but not least, enhance the policy support for the pome operators.
