As another revolution tide transforming world economy after the information revolution, low-carbon economy comes up in the form of new economic form. It requires enterprises, especially thermal power enterprises, to actively change their business management mode to the low-carbon strategy oriented one, and to hit on the new industrialization road of low pollution, low energy consumption and high energy efficiency.Performance management acts as significant support to and steering power in achieving strategic development targets of enterprises. As nucleus of performance management, performance assessment system closely connects enterprise strategy with daily work performance of employees, ensuring realization of strategic goals of the enterprise. This system can be used for assessment on financial and non-financial performance of enterprises, but most importantly for reflecting environment protection work which meets the requirements of low-carbon economy as well, hence promoting sustainable development of the enterprises. Therefore, in order to conform to the development requirements of low-carbon economy, systemic constellation and adjustment must be carried out in all aspects including steering effect and. criterion system of enterprise performance management.This thesis firstly casts a brief review to the status quo of study on performance assessment home and abroad, introducing the subject on the basis of investigation. Against the background of low-carbon economy development and given the drawbacks in existing performance assessment system of thermal power generation plants, the author creates a performance indicator system for such plants adopting Management by Objectives(MBO) method,revised Balanced Score Card (BSC) method, and Key Performance Indicator(KPI)method, and determines weight of evaluation indicator and synthetical mark value with Analytic Hierarchy Process(AHP) method and Fuzzy Synthetic Evaluation Model(FSEM). Finally, BD Thermal Power Plant, is selected as the typical case for demonstration analysis, with the "enterprise, department,employee" three-level performance indicator system established, providing practice and application significance for thermal power companies to realize their energy-saving and emission-reduction goals and maintain sustainable development. Under the background of sustainable development of low carbon economy is considered after the industrial revolution, information revolution, change the world economy again revolution tide. Low carbon economy as a new economic form, requirement enterprise especially in thermal power enterprises to actively change the way of management, strategic transformation to low carbon, low pollution, low energy consumption, high efficiency of the new road to industrialization.
