In recent years, with the developing of traditional advance industries auto industry,iron and steel industry, petrol industry, Chinese government has address the importanceof developing new industries like technical intensive industries, which is characterizedby low energy consumption, better growth potential and combined revenues, as one ofChinese strategic goal. For the implementation of Chinese national strategic,“314” planand the spirit of No.3Document of Chongqing, at the beginning of the twelfth fiveyears plan, Z district government, where economically dominated by traditionalmanufacture industries, suggested optimizing and upgrading current industrial structurefurther by supporting new strategic industries as digital camera industries, laptop partsindustries and car electronic devices industries while keep on aiding traditionalindustries as auto industry and equipment industry.All this manufacture industries, not only the auto industry, but also the newindustry, is highly depending on human resources during the new period and newdevelopment, whom is special skill trained and the amount is large, no matter traditionalkey industries as auto industry and equipment industry or the new strategic industries,especially the requirement of skilled persons that makes90%of the staff position of thekey industries. It is revealed that the economy and social developing of Z district, as abig manufacture industry district which require mass skilled persons, will face theiropportunity and challenge ever, particularly the developing of skilled persons group.This research is a synthesis application of documents analysis method, questionnairemethod, panel method, internal and external investigation method, statistical analysis,Delphi method, based on the overall development strategy of Z district, including thedeveloping of Z district key industries and economy/social plan. Enterprises related tokey industries, high vocation schools, government departments are interviewed andsurveyed to understand the amount, quality and structure of human resource in Z district,based on relevant professional experience, domestic and overseas references and books.Basic situation and countermeasure of demand and supply of Z district during thetwelfth five years plan are forecasted and analyzed scientifically. Several potential keyindustries human resource problems and their reasons can be concluded: It is concernedthat despite the shortage of staff training and supply fundament of key industries humanresource in Z district. With the accelerating development of key industry, key industry future requirement of human resource is massive while the attraction is whacked, not tomention the instable human resource of key industries which caused by the unsoundbusiness management, all lead to a recruitment problem. Multiple negative factorsinteracting, threaten the future supply of human resource.Directed by regional economic and social strategic plan and national policy, thisproject, based on the successful experience of solving skilled persons shortage and buildskilled persons group from overseas government and our collected data and references,provides relevant countermeasure proposals for the development of key industrieshuman resource in several aspects: enforcing high quality vocational education,enhancing skilled persons recruit, full operation of informatization, improving employeemanagement in Z district, reinforcement of infrastructure construction and culturepropaganda, intensifying the government functions. For achieving the co-ordination ofsupply and demand, it is aimed at directing the key industries human resourcedevelopment and building a skilled persons group with rational construction, sufficientquantity and good quality, consequently, lead to a comprehensive drive of wholesome,sustainable regional economical and social development.
