China is one of the most populated development countries in the world, and has a typicalcharacteristic of getting old before getting rich. Currently, China faces a severe situation ofaging due to the imbalance of development progress among different regions. For a long time,rural pension insurance system is developing slowly under the dual structure in urban andrural economy. Accompanying with the development of economic development, traditionalfamily parents supporting and land insurance had been impacted by family planning policyand the decreasement of the average owned land area, and the old rural pension insurancesystem cannot meet the pension requirement of rural aged people due to it has the policydefect of single funding model in its self saving method. In order to balance between rural andurban, to meet the need of pension in rural areas, to lessen the income difference and topromote the social harmony, State Council (China) had issued Comments to pilot the newrural pension insurance system (State [2009]32)(abbreviation as New Rural Pension below),which created the policy model of basic pension plus personal account and paymentallowance plus pension allowance and kick started the pilot in the10%of the Chinesecountries and cities. The implementation of the new New Rual Pension will have steps aspiloting, experience gathering, extension, and generalization at last. At the same time, NewRural Pension, as a public benefit system, is necessary to be evaluated its implementationprocess and effectiveness from a customer oriented perspective. Shanghai Pudong NewDistrict is among the first batch of regions which adopt the New Rural Pension. Using PudongNew District as the statistics object of study, this article exhibited the public satisfaction level of the insured citizen of New Rural Pension in5points measures. Guiding by the rural socialpension insurance theory and satisfaction level evaluation of public department theory, thestudy was completed by the questionnaire survey and examined in the three dimensionsincluding funding collection, funding allocation and funding management and the nine indexunder including personal submission, group allowance, government allowance, pensioneligibility criteria, pension level, increase mechanism, government propaganda, serviceattitude, business capability by quantitative and qualitative methodologies. The survey resultshowed that insured citizen has a high level acknowledgement to the New Rural Pensiontogether with the effect on the old age life of the rural citizen. Among the nine indexes, groupallowance, pension eligibility criteria, pension level, increase mechanism achieved a lowersatisfaction level. With SPSS analysis, six key factors to impact public satisfaction level werepension level, government allowance, personal submission, pension eligibility criteria,government propaganda and service attitude, which contributed to a56.8%variation as a total.A proposal for policy improvement had been raised according the analysis result to improvethe satisfaction level of the insured citizen.
