The Study On The Evaluation Of Satisfaction Of Rural Social Pension Insurance

China is an agriculture-based country, with 70% population in the rural country. Since the reform and opening up in China, urbanization is accelerating, land security is weakening, the family structure is smaller and smaller due to the implementation of family planning policies, and massive youth are shifting to cities. These make the problem of aging population deepening, and the traditional family support functions weakening, so that the pension problem of people in rural country is becoming increasingly serious. Thus, the study on rural social pension insurance has become a far-reaching impact of China's socialist construction and the very pressing issue. Since 1986, China has carried out the exploration and practice in the rural social pension insurance systems. By far, it has been dating back over 20 years of history, which can be divided into four stages: Exploring pilot (1986-1995), Steady progress (1995-1998), Improving and Standardize (1998-2002) and Innovation and Development (2002-present). In this process, the domestic scholars have studied the rural social endowment insurance system mainly from the specific mode and the program, which covered almost all the key rural social aspects, such as pension model, funding model, responsibility of government and so on, and obtained a lot of achievements. But we also found that the literature of research through survey, analysis and quantitative analysis and the study on satisfaction of rural social pension insurance are much less.Therefore, in this paper, the author firstly analyzed the research status of the rural social pension insurance at home and abroad. Secondly, concepts related to the rural social endowment insurance, such as the old-age farmers, satisfaction and so on, were based on the concluding of the related theories. Thirdly, focusing on need and supply of rural social pension insurance, we analyzed the factors of satisfaction of the rural social pension insurance, and then a fuzzy comprehensive evaluation model of the satisfaction rate of the rural social endowment insurance was build. Fourthly, taking Beichen District as an example, we carried out an empirical research and put forward the recommendations of relevant policy. Finally, conclusion, shortage and an outlook of the study of satisfaction of rural social pension insurance was put out. Maybe this paper is helpful for the country to promote rural social endowment insurance and implementation as a meaningful reference.
