Study On The Satisfaction Of Rural Social Pension Eystem

In the1980s, because of China’s large rural population, accelerated aging, and theweakening of traditional pension model, China began to explore the rural pension insurancesystem to meet the demand of the farmers’ pension. However, due to the system designdefects and other reasons, the system was abolished later. In2009, to establish the socialsecurity system covering both urban and rural residents, ensure the basic life of the agedrural residents, the State Council issued "comments to pilot the new rural social pensioninsurance ", and started the pilot nationwide. February2014, based on the full coverage ofthe new rural pension insurance and urban residents social pension insurance system, theState Council has basically decided to combine these two systems, and establish a unifiedsystem of basic old-age insurance for urban and rural residents in the country. The systemmodel, financing, payment and other aspects of treatment remain consistent with the newrural social pension insurance and social pension insurance for urban residents. In this paper,from the perspective of farmers’ satisfaction I studied the rural social pension insurance inBaoji City of Shaanxi Province.After summarizing and reviewing the theoretical basis for pension insurance and thecustomer satisfaction model we establish the evaluation model of rural endowmentinsurance satisfaction which is based on the ASCI model and the characteristics of ruralendowment insurance system, and designed questionnaire. The model includes8factors: therelease of the treatment, sources of funds, handling services, the convenience of relevantformalities, satisfaction obtained from the pension system, the insured farmers’ confidence,insured farmers’ complain.Then we use SPSS18.0to analyze the data. The results of the questionnaire validityand reliability show that the evaluation index system and questionnaire are reasonable andappropriate. Then using factor analysis to determine the weight of the indexes at all levels inthe measurement system, and the satisfaction measurement model of rural endowmentinsurance is obtained.Finally according to the quadrant diagram analysis, we classifypension insurance services to the advantage areas, repair areas, opportunity areas, maintaining areas, and find out the advantages and weaknesses of the rural pensioninsurance system and quality of service.Finally, we make some suggestions on the development of rural social pensioninsurance in Baoji City of Shaanxi Province: further strengthen the handling personnelmanagement services, increase financial input and strengthen fund management, enhanceinformation management, establish multidimensional pension security system.
