| Biotechnology industry is a strategic new industries while the world’s economy is booming and developing rapidly. Biotechnology to solve many important problems , such as food, energy, environment, etc. Our Government has attached great importance to the development of bio-industry. Through continuous progress and innovation in biotechnology, we have achieved certain results in bio-medicine, bio-agriculture, bio-energy, bio-manufacturing and bio-environmental protection and other fields. Moreover, with the needs of China’s industrial upgrading and optimization development in future, the bio-industry will play a leading role in the China’s industrial economy future progress.There are rich biological resources in Heilongjiang Province, which has good conditions required by bio-industry development. In recent years, a number of vigorous bio-businesses and projects appeared. However, due to lack of financial support, result in lagging industrial development, power shortage and other problems. This paper is based here, will combine theory and practice of qualitative and quantitative research together. First, the development of the global biotechnology industry to generalize. In the comparative analysis to explore the development of bio-industry in Heilongjiang Province, strengths and weaknesses, through the establishment of risk assessment model system, the Heilongjiang Province of existing bio-business and project evaluations, finance and complete the entire biotechnology industry size estimates, and the future development of bio-industry expected.
