Since the establishment, our country has been taken the "industry first and farmer second" city development strategy which sacrifice the rural interests to support urban development, and this caused the increasing wealth gap, serious differences between rural and urban areas. And so there have obvious differences on industry and space development in urban and rural areas. The increasing gap will seriously hinder our construction of harmonious society and our goals of the well-off society and common prosperity. Urban and rural harmonious will be the inevitable choice of the future of China’s urban development.At the same time, our country’s tourism town development is limited in "resource driven" development in a long-term which just pay attention to scenic spot construction, and ignore the coordinated development of the city and tourism. This mode restrain the tourism industry’s promoting function, and make tourist city development underpowered; And on the other hand, because of the blindly pursuit of modernization, some valuable historical blocks with tourist resources constantly be replaced by modern skyscrapers, causing the loss of urban culture and tourism basement’s damage.On the face of the double needs that tourist city resolves its own problems and promotes the development of urban and rural areas, this article, based on the tourist city, on the basis of equality in urban and rural areas, take " city led country " model of development, to promote the travel industry to rural diffusion and secondary concentration, to drive industrial integration, and to realize the urban and rural development though the extensive relevance of tourism industry.After summarize and estimate the related theories of urban-rural and tourist town development home and abroad, this article place particular emphasis on dynamical mechanism of urban-rural harmonious and tourist town development, and research two kinds of interaction mechanisms, and then puts forward tourism town development mechanism based on urban-rural harmonious, and come up with its development goals: ecological tourist town and sustainable tourism town. Finally from the angle of the city planning, provide tourism town development countermeasures based on urban-rural harmonious.The thesis is divided into seven chapter:The first chapter is the background research, this research is proposed mainly because of the increasing disparity between urban and rural areas, the simplex mode of tourist town development and the important role that tourist industry play in promoting urban-rural harmonious and pushing the urban development. This part also appraises researches on urban-rural harmonious and tourist town development.The second chapter is the basic research, it gives the definition of key concepts such as urban-rural harmonious and tourist town development, and define the research scope; It also introduces the theoretical basis of the full text and analyses the win-win relationship between urban-rural harmonious and tourist town development.The third chapter is about the generalized research of tourist town development. It analysis the role that tourism play on city on the basis of the clear relationship of tourist and city development; It pay a large attention to the dynamical mechanism of tourist town’s development and give a deep research on it from both the macro and micro levels.On the fourth chapter, it gives the particularity research on tourist town development based on urban-rural harmonious:Put forward the specific mechanism of urban-rural harmonious development which make the city as its start on the basis of revised interactive mechanism of city and rural. Combine the general power mechanism of tourist town development with mechanism of urban and rural areas, it puts forward tourist town development’s special power mechanism,objectives and means.The fifth chapter is about the responding acts in master planning:this part is the materialization and deep research on planning level of the pathway of tourist town development. It puts forward some countermeasures on several aspects such as build urban and rural space control, population statistics, land development, space layout, urban and rural green space system construction, traffic network and foundation facilities.The sixth chapter is an empirical research taking Long County for example.The last chapter summarizes the research work of this paper, and finally proposes the forecast to the further research.
