Research On Evaluation And Strategies Of Industrial Clusters’ Innovative Capability

The evaluation on innovative capability of industrial cluster is not only a key tool thatpeople use to understand the essence of cluster innovation activities, and to systematicallysummarize the experience on cluster innovation, but also a critical base for government toperform macro control on cluster innovation activities and to scientifically establish clusterinnovation policies. Through a methodology combined with theoretical reasoning andmathematical modeling, with industrial cluster innovation theory as the base and innovativecapability of industrial cluster as the research object, the paper decomposes the influentialfactors of innovative capability of industrial cluster, designs an indexing system for evaluationof innovative capability of industrial cluster, and constructs the evaluation model forinnovative capability of industrial cluster through principal components analysis（PCA）.First, the paper elaborates on the related information on the theory of innovativecapability of industrial cluster. With the logic of “structure-function” and based on theanalysis on the network structure of cluster innovation, the incentive and advantage ofindustrial cluster innovation is analyzed in detail. The influential factors of innovativecapability of industrial cluster are analyzed in: knowledge flowing ability, innovationinjection ability, supporting environment for innovation, innovation output ability, andinnovation performance, thus the theory base for constructing the evaluation indexing systemon innovative capability of industrial cluster is built up. Secondly, the paper discusses on theprinciple of constructing evaluation indexing system. With the principle, innovative capabilityof industrial cluster is decomposed into28measureable sub-indices, including9qualitative-indices and19quantity-indices. Thirdly, PCA is selected as the evaluation methodof this paper after analyzing the multi-index overall evaluation method. The evaluation modelof innovative capability of industrial cluster is then constructed by combining the indexing system with the evaluation method. Fourthly, the paper studies Baoji Titanium industrialcluster, a top-100industrial cluster in China, using the proposed theoretical model, to verifythe viability and validity of this evaluation model. At the end, the paper presents the policyproposal on elevating innovative capability of industrial cluster on a government level.
