Research On Evaluation System And International Comparison Of The National Innovative Capability

In Jan. 2006, the Central Committee of the Communist Party of China and the State Council convene the first science and technology conference of the new age in Beijing. During this conference, Chairman Hu put forward that "Mobilize the whole party and the whole society persist in the way of innovation with Chinese characteristics, and work hard for constructing an innovative country." He also proposes the strategic objective that using 15 years, in the year 2020 construct our country into an innovative country. To reflect and evaluate the innovative level of a country, it needs to build a integrate index system of evaluation.At present, some scholars in our country have already worked on the unilateral evaluation and research as regional innovative capacity, city technology innovative capacity, science and technology innovative capacity of corporation and industry, college science and technology innovation capacity. However, the researches on innovative country are still in the initial process.This paper can be divided into three parts:First, this paper makes a integrate review on the abroad research condition of index system of evaluation about innovation, introduces several kinds of influential evaluation model, analyzes the characteristics of each model, summarize and compare the existing index system of evaluation for innovation, and discusses on the main problems and developmental trend of index system of evaluation for innovation.Second, through deeply analyzing the factors affected the national innovative capability, based on the examples of existing index system of evaluation for innovative performance, according to principle of completeness and scientific, this paper establish a set of index system of evaluation for innovative capability, which can better reflect the input and output of national innovation. The index system includes innovative performance, policy support and innovation environment. The paper uses the method of correlation analysis and discriminability analysis and test this evaluative model to improve the scientific and operation of evaluation index system.Furthermore, this evaluation index system chooses 18 countries-America, Japan, British, France, Germany, Canada, Australia, New Zealand, Ireland, Turkey, Mexico, Korea, Thailand, Vietnam, Indonesia, Philippine and China as sample country, utilizes SPSS 13.0 to estimate and compare the innovative performance, policy support and innovation environment in the sample countries, and analyzes the position, advantage and disadvantage of these countries in the modern innovative competition pattern.
