Industry cluster is a group of interrelation of enterprises, specializedsuppliers, service providers, financial institutions, related manufacturers andother relevant organizations that located on a specific region. The members ofthis clustered industry are combined with competitive and cooperativerelations and geographically concentrated.Following the rapid step of the development of global economic, Chinahas become the largest secondary industrial country of the world anddeveloped a large number of national brands. These new enterprises often playin the form of industrial clusters, most of which are located on the Pearl RiverDelta, Yangtze River Delta, the Bohai Sea and other coastal areas. However,many of these enterprises are in low-level which may be redundantconstructed. The inventory level of these companiesis too high and thecompetitiveness of SMEs in the cluster is too low to won a better place aroundthe world. The whole industry needs better theory and methods to settle thebottleneck which restricting the development of local economics.The conception of Cluster Supply Chain is raised in such a condition thatthe supply chains within local cluster industry are competing and cooperatingwith each other. The companies within the industry help each other against thestock-out risk and improving the speed of responsiveness and service.Firstly, this study aimed its goal on the emergency replenishment modelwith a single-direction, improving the original researches to a more efficiencyand considerable solution.Secondly, this paper focused on a new emergency replenishment modelin both directions between two manufacturers. A new replenishment policydecided on6variables(S(1),S0(1),Q(1);S(2),S0(2),Q(2))is created. Amathematicalmodel is built to solve the optimal solutions of this kind of replenishmentsystem. Furthermore, a heuristic method must be found in order to reduce thecomplexity of the processes of solving this model.
