Civil Secretary and affairs secretary are two significant secretary’s roles. From the civilsecretary, role of affairs secretary and civil secretary are often mixed up。According to theperspective on all related researches from both domestic and abroad, the limitation of civilsecretary and affairs secretary has not got a clear distinction; especially for the affairs, as there isno particular topic being researched or published, which is not good for the comprehensiveresearch of the roles of the secretaries.This paper will break through the limitations of the currentmost from the administrative point of view that study the roles of the secretary. Through theresearch of the related work of these two kinds of secretaries of Guangdong Provincial PartyCommittee Office, the Provincial People’s Congress Standing Committee General Office, Officeof the Provincial Government, General Office of the Provincial People’s Political ConsultativeConference，do intersectionality comparative analysis from three parts, work content, whichincludes full-time secretary and general secretary, limited rights. And independent comparativeanalysis are also from other three parts, including work characteristics, job function and workingorganization. Do some try to promote further research on the role of the Secretary and providesolutions to the practical work which bring difficulties for the confusion of two kinds of roles,which beneficial to improving the work of the civil secretary and affairs secretary.
