Policy Study On Tibetan New-style Industrialized Development

Promoting new industrialization of Tibet is still an urgent task. Go to"uphold and use information to promote industrialization, promoteindustrialization of information, out of a high technological content, goodeconomic returns, low resources consumption, little environmentalpollution and human resource advantages into full play the new-typeindustrialization road", which is the inevitable choice of our province torealize the sound and rapid economic development. Based on thishistorical background, this paper puts forward that policy environment onTibet’s development of new-type industrialization should be improved,optimized and advanced in a comprehensive way.This article, on the basis of the connotation and essence of thenew-type industrialization defined, analyzes the basis, ways, the statusquo and problems of policy’s promotion on a new-type industrializationand presents specific policy recommendations with a view to providesome good help for formulating the relevant policies.The first chapter is the brief introduction to the background of thetopic, research ideas and the basis framework.The second chapter makes clear the theoretical analysis of policies’promotion on a new-type of industrialization. Firstly, analyzing thecontent of a new-type of industrialization and defining the scope of thisstudy which emphasis the specific research on the policy environment of promoting Tibet’s new-type industrialization. Secondly, analyzing policy’spromotion on a new-type industrialization theoretically and stating itstheoretical basis from the following aspects, such as public policy theory,institution innovation theory, market malfunction theory and economicgrowth theory and so on.The third chapter is the analysis of the present situation of Tibet’snew-type industrialization development. By analyzing the history course,the overall operation, stage judgment and existing problems of Tibet’snew-type industrialization, a conclusion will be reached that Tibet’snew-type industrialization remains in the elementary stage and has acertain advantages. In the meanwhile, some problems still exist, such assmall industry amount, scattered distribution, irrational industrialstructure and low economic benefits and so on.The fourth chapter analyzes the policy environment of Tibet’s new-typeindustrialization development comprehensively. By describing its currentpolicies, a further analysis will conclude the effects of policies’ promotionon a new-type industrialization and find out its existing problems.The fifth chapter sets forth the experience of policies’ promotion onindustrialization at home or abroad and the inspiration to Tibet’s new-typeindustrialization development. The research mainly focuses on thesuccessful practices of policies’ promotion on its new-typeindustrialization in several industrialized countries of different types, such as British, American, Germany, Japan and Singapore, and thewestern local governments in our country for reference.On the basis of studies in the previous parts, the sixth chapterproposes the policy choices of promoting Tibet’s new-typeindustrialization development and consequently builds a scientific andreasonable policy system for Tibet’s new-type industrializationdevelopment...
