The Problems Existed In The Current Urban Infrastructure Facilities Management Of Changsha And Advice

At the present time, the rate of Urbanization has reached 75% in developed countries, and megalopolises have reached 366. At a steady pace, China also has entered the acceleration of urbanization, its urbanization rate has increased form 10.6% in 1949 to 36.22% in 2000, then up to 44.9% in 2007. It is estimated China’s urbanization level will have reached 55% in 2020. In the process of worldly urbanization, all countries have to face how to improve the effectiveness of urban management. Along with the social and economic development and increase of the number and scale of cities, it becomes a very urgent task to establish reasonable and effective management of urban infrastructure。Urban infrastructure is floorboard of basic facilities and related products and service of city production and life. It characterized by large construction scale, long cost-recovery cycle and social common benefit. It is an important basis for social and economic development, serves as a prerequisite for the normal operation of the city. At present, there are some problem needing resolving, for example, large organizations of urban infrastructure, great numbers of personnel, highly operating costs, unreasonable division of management , uncertain responsibility, unspecified management objects, extensive and backward management, delay of information access, passive disposal; unfulfilled supervision , unreasonable evaluation system, low efficiency, etc. The backward of urban infrastructure management causes these problems.Because of the absence of Government, it lacks an agency of urban infrastructure who can be fully responsible for management. It results in unclear subject of responsibility because of cross-functional management among professional departments .Contradictions has caused by Fragmentation in process of management has caused some contradictions. It also exists a serious discrepancy between municipal functional department and the district administration. Modern cities should not only have modern urban infrastructure, but also model of modern urban infrastructure management。In order to enrich management system of urban areas and means of theoretical research ,this paper attempts to explore the mode of urban infrastructure management by employing public management and public economics theories. Through systematic analysis of the problems existed in the current urban infrastructure facilities management of Changsha. The paper refers to advanced management experiences of some developed Western countries and some advanced region in mainland, the author puts forward some new methods for the establishment of Changsha’s municipal infrastructure management, then gives some advice and proposals to increase the level of in urban infrastructure management.
