The Application Of PPP Model And Risk Control In Caofeidian Area Infrastructure Construction

PPP mode can promote the transform government functions,is an effective way to give play to effect of market allocation of resources.Grim situation of local debt in our country,the construction of infrastructure funding gap is huge,the rapid development of private economy and infrastructure construction laid the material foundation for their involvement.But in order to realize the Shared interests of both the public and private interests and win-win cooperation,risk management is essential.Therefore in the process of the PPP project,must strengthen the infrastructure PPP project risk management,the risk existing in the project objective recognition,evaluation and response.This paper begins with the basic theory of PPP mode,and introduces the scale of the domestic PPP model and the research status of PPP model.Through the analysis of the PPP model in recent years,it can be seen that one important area of the PPP research is in its application and its risk management.Caofeidian area is approved by the state council set up a state-level development zone,is located in the center of bohai bay,south of tangshan city,hebei province is located in the bohai sea and beijing-tianjin economic circle ring core position,facing a lot of infrastructure construction,This article through to the caofeidian area the participation of the PPP infrastructure projects,tracking and investigation,summarizes the PPP mode in caofeidian area infrastructure construction processes,identified in the risk factors existing in the use process,and using the principal component analysis(pca),analytic hierarchy process(ahp)to identify the risk factors for dimensionality of evaluation,finally it is concluded that the PPP project in caofeidian area of eight major risk factors.Finally,according to the theory of caofeidian area the PPP project risk factors to establish risk assessment indexes,and puts forward the corresponding control strategy and risk sharing,in order to provide reference caofeidian PPP project risk management and protection.
