There are many mountains rivers valley and water fall in the southwest of China,in this area, the slope of river bed is steep, so it is easy to form the mountain flooddisasters. While, there are many extremely serious disaster which is direct or indirectcaused by mountain flood, such as landslide and mudslide and take a great loss of lifeand property to the local people. However, sometimes the flash flood-prone areaslocate in a remote mountainous area where the traffic and communication condition areextremely inconvenient, so when the people carry out the early warning and disasterrelief projects, they always seems rather passive. For this reason, we need to adopt areasonable and targeted measure which can get the rainfall and the flood level offlood-prone areas in mountainous and release the early-warning information, ensurethat minimizes the loss of lives and property of the masses of people.In this paper, the study background is the river flood monitoring and early warningof one river which in southwest mountainous area of China, beside, we get the supportof Sichuan Institute of Materials and Technology Commission project, and combine theflood monitoring and early warning method and other technical requirements todevelop a set of systems which are based on monitoring and early warning of flood inmountainous areas, while, the following aspects of work had been finished:(1) Study on the mountain river flood monitoring and early warning technology,Through the acquisition of area rainfall and tributaries and the main river water level inmountainous areas. Find out the relationship between rainfall and flood water level, thetemporal relationship between tributary water level and the main River and the affectedareas water level. Establish two sets of warning method: the methods of monitoringand early warning which based on the flood water level, and the method which based onRegional Rainfall.(2) Developed a river water level remote monitoring and early warning instruments, to get the water level of rivers, by using the water level data collectionwhich Based on Static Pressure Sensor of input style. Sends data which the monitorcollected to the receiving host, by using the GPRS and SMS technology; We haddesigned the river water level monitoring and warning device hardware circuits, PCmonitoring and management platform and mobile monitoring and early warningplatform.(3) According to the condition of coverage of wireless mobile communicationnetwork in mountain area, presents the technical structure of network blind spot usingCAN+GPRS/GSM, send the signal of network blind spot to the network coverage area,by wire form, then, through the mobile web to send the Acquisition of the data signal tothe monitoring centre by wireless forms.(4) Design a system of remote monitoring and early warning of floods inmountainous areas, which based on River level monitoring and Regional Rainfallmonitoring. Realize data collection of disaster-prone areas. Using thebrowser/server(B/S) to establish the platform of Remote web data Service publishing,so that realize the sharing of real-time Remote monitoring data.(5) This paper is to study the flood monitoring by taking G river as an object,which is locate at Pingwu,Sichuan Province. And we had established a normal zone ofRemote monitoring and early warning of floods in mountainous areas.The advantage of this paper:(1) Take a typical mountain river as a research background, by means of advanceddata acquisition, Quick and easy communication technologies, created a system ofRemote monitoring and early warning of floods in mountainous areas. Using RemoteData receiver and Remote Web data services platform for data publish, so that themonitoring departments and experts can make more accurate early warning based onmonitoring results of discriminant.(2) Presents the new model of early warning which based on the " flood ","regional rainfall(3) For the particularities of wireless mobile signal coverage in mountainous areas,design two types of data transmission mode which based on GPRS/GSM andCAN+GPRS/GSM technology. Let the Monitoring range don’t influenced by wirelessmobile network blind spots, so we can expand the scope of the flood remote monitoringand early warning.(4) Design application platform of PC monitoring and management and mobilephone monitoring and early warning, realize the concept of mass prediction and disaster prevention of flood disaster(5) Nowadays,The system compared with Traditional artificial field reads flooddata,it have many characteristics such as Efficient, accurate, fast, intuitive, real-time, italso demonstrate the importance of closely integrated between scientific research andreality application. makes up for lack of remote monitoring and early warning of floodsin mountainous areas in China.
