In order to meet the higher business needs for UE,3gpp made a higher technicalindicators for4G, and LTE-A (Long Term Evolution-Advanced) of the indicatorshave reached the minimum requirements for4G. Operators all over the world beganto deploy LTE network, for example, in China, shenzhen, Hong Kong, Shanghai andother places have deployed the LTE network for commercial. Due to the largebandwidth of LTE, more Internet of things, mobile Internet business become easier toimplement. In order to optimize network Resource allocation, reduce the signalingoverhead, prevent the congestion and improve the spectrum efficiency, RadioResource Management is more and more importent, determine the strengths andweaknesses of the entire communication system, and the some key technologiesofrelevant measurement, is the foundation of Radio Resource Management, only toget a more accurate and more realistic measurement, we can talk of wireless ResourceManagement and optimization.In this paper, constructing the LTE-A system level platform, combined thetechnology of enhanced measurement,it proposes a new measurement and differentmeasurement bandwidths for different cell. The main contents include:(1) In Huawei Technologies Co. Ltd., on the base of the existing systembaseline LTE platform, I add and modify a new measurement, namedRSRQ_SINR, calculation module, interference coordination module,and so on.(2) Through the simulation, obtained the influence of system performancefor different measurement, got that CRS SINR make a better impact onthe system and has carried on the simulation on the new algorithm, thealgorithm can effectively reduce numbers of handover failure.(3) On heterogeneous network, UE according to its own locationinformation, and serving cell information, using different measurementbandwidth (narrow bandwidth, or the full bandwidth) for different cells.through the simulation and the simulation results analysis, obtained thesuitable way of measurement.(4) Because of the existence of different standard networks such as LTE-A network, UMTS networks and GSM networks in actual network. UEduring the moving is likely to handover between different systems, thispaper presents a new improved way of RRM Server-based switchingalgorithm, taking into account the load of each cell from differentsystems, can effectively improve the success rate of handover.
