The generation and development of the legal publicity comes along with that of the state and laws. The ultimate objective of the legal publicity is to set up the awareness of law and the sense of democracy among people through the spread of various legal information and ideas. Finally it can improve the overall quality of the law in the whole society and promote the realization of the rule by law as a basic strategy smoothly. As a result the effect of the legal publicity is that after receiving this information the target audience will change in many aspects such as feelings, thoughts, attitudes, behaviors and so on. This is the importance of this paper in combination with the reality.In1985, China began to implement the first five-year plan of basically popularizing legal knowledge among all citizens. So far, it has entered the "six five" law popularization stage. And a lot of fruitful law publicity work has been carried out throughout the country. As a result, it has greatly promoted the legal awareness on people. At the same time, it has accumulated rich experience in publicity, and created rich and colorful forms of propaganda as well.The thesis is based on the legal publicity in Huaining County as the research object. Through the summary of the methods of legal publicity in the county and the analysis of the problems existing in the propaganda work of the county, combining with the factors that affect the effect of propaganda, the policy recommendations to improve the legal publicity effect in Huaining County have been put forward. There are four chapters in this paper.The first chapter is the introduction part, introducing the questions researched and the use of perspective, to make others have a preliminary understanding for the promotion of basic law.The second chapter is based on the basic situation of legal publicity in Huaining County. It simply introduces the twenty seven-year evolution history of legal publicity and the achievements of these years.The third chapter is to survey the status quo of the legal publicity in Huaining County. According to the method of stratified random sampling, it aims to analyze people’s cognitive situation for legal knowledge.(The people include farmers, cadres, workers and students throughout three villages and towns of Huaining County.) The fourth chapter is the main part of the paper. It mainly introduces the concept and characteristics of the propaganda effect, and analyzes the factors that affect the legal publicity effect in Huaining County with the help of the questionnaire. According to the questionnaire data and the text data gotten by the author about law popularization in Huaining County, it is found that the factors which affect the legal publicity effect in Huaining County mainly concentrate on four aspects. They are the subject of publicity, the object of publicity, the media of publicity, and the content of publicity.The fifth chapter is about the problems appeared in the questionnaire survey and the relevant policy proposals. While the achievements of legal publicity education have received recognition, some problems that hinder the further improvement of the legal publicity effect have also been found. These problems are caused by various reasons. Not only are there several external causes including imperfect system and insufficient funds, but also many internal reasons including not attaching importance to working consciousness and not owning positive working attitude.The sixth chapter according to the problems existing in legal publicity, combining with the actual situation in Huaining County, the author puts forward relevant policy suggestions. The final purpose is to improve the ability of the legal propaganda work in Huaining County, and then find a legal publicity road as a reference to the national law popularization in the grassroots.
