"The Movement Of Administrative Efficiency"and The Modern Archival Science Of China

In the1930s, the national government started the reform of administrative efficiency in order to improve the efficiency of administrative organs. Because this reform has played a direct effect on the appearance of modern archival science, archivists call it the movement of administrative efficiency. As far as is known, scholars mainly study the impact of archival science in China by the "movement of administrative efficiency". And the study of the impact of the "movement of administrative efficiency" by the archival science in China is less. The influence between things is mutual, so we should look at this movement by using reverse thinking, and it is a practical significance to the development of archival science.This paper focuses on the impact of the "movement of administrative efficiency" by the facts of appearance of the modern archival science. The whole paper includes three parts. Firstly, this paper introduces the internal and external cause and the main content of the "movement of administrative efficiency". Secondly, this paper discusses the impact of archival science in China by the "movement of administrative efficiency" from five aspects. One is the objective environment, which is to discuss from two aspects of political environment and academic backgrounds. Second is the basic theoretical framework, which is to discuss from official documents and the discipline system of archival science. Third is the organization and conditions of system, which is to discuss from the structure of organizational leadership and the establishment of centralized system of the archival work. Four is the foundation of practice, from the practical places of archives and the practices of the archives management work. The last is the social influence of the archives, from the concern of the archives and archival work from the whole society, and the function of propaganda of the archival work.Lastly, this paper mainly discusses the impact of the "movement of administrative efficiency" by the modern archival science from three aspects. The first section mainly discusses the effects of specific archival work on the operation procedure and the simplified procedure of administrative affairs, and the effects of the management system of "centralism" of documentary archival work on the improvement of the level of authority management. These specific archival works has taken unexpected effect on the "movement of administrative efficiency". The second section mainly discusses the archival administration, and the significance of the theory of administrative efficiency from the archival administration, and the theory of administrative efficiency includes administrative organization, administrative management, personnel management etc..
