As an important component of E-government affair, Administrative Permit System (APS) has become a focus in the field of E-government affair's theory research and practice. And one-stop administrative permit system is the mainstream tendency of APS construction of the world. However, theoretical research related to APS is relatively lack and lags behind the development and application of information technology. The construction of related application systems still stays in the status of experiential and low-level accumulation knowledge and information. Currently, the developed systems have worse practicability and can not response to the change of Administrative permit business flexibly, which restrict the further development of E-government seriously.For solving the above problems, this thesis conducts a deep research in modeling and construction of APS based on the Role-Network-Theory. The main research work is as follow.(1) APS is analyzed deeply from both organization and business. Its disadvantages of traditional administrative permit and essential characteristics of APS are summarized.(2) According to the characteristics and integrality of APS, a model framework of APS based on Role-Network-Theory is proposed. Then, the purposes and functions of each component model are presented. After that, the modeling process based on the proposed model framework is given. The proposed model framework makes the control view as the central view, which is composed of Role Network Model (RNM) and its related extended models, to integrate organization view, function (operation) view, business view and information view. This framework emphasizes the importance of roles and ensures a better consistency among several views.(3) The Business Object Model and Business Relation Model of APS are proposed. In the Business Object Model, the business of APS is organized and abstracted by using business objects, which reflects the essences of system business completely. In Business Relation Model, the roles' behaviour rules and business logics are described by using an improved Norm Analysis Method (NAM) firstly. The relationship of different business objects is then modeled by Relation Matrix, and the corresponding reasoning mechanics is given finally. Based on the two models, this thesis gives the business process of one-stop administrative permit system, integrates with administrative permit business which originally belong to different departments from the perspective of system, and changes some original serial workprocess to parallel, so as to raises the efficiency of government administration and brings convenience to public.(4) For overcoming the defects of the original RNM, an improved Role Network Model and three extended Role Network Models are proposed. The improved RNM summarizes and abstracts the original RNM and adds the collaboration mechanics among roles and control mechanics of business process. Furthermore, according to the three application system integration forms related to APS, the improved RNM is extended. An inner-organization and different business domain oriented extended RNM (SODB-RNM), an inter-organization and same business domain oriented extended RNM (IOSB-RNM) and an inter-organization and different business domain oriented extended RNM (IODB-RNM, also being called HRNM) are proposed respectively. Because the business integration of horizon organizations has the highest complication degree in APS and is the basis of realization of one-stop administrative permit system, a HRNM-based application integration architecture and business integration strategies are also proposed.(5) Basing on the above series of models and integrating with related advanced software engineering technology, this thesis carries out the corresponding research about overall system architecture, security system, and application development platform. For application development platform, a MVC pattern and agent technology based platform architecture and a meta-data based flexible operation model are proposed, and other modeling tools and main key technologies are also researched and designed.The above research results are obtained by analysis, extraction and abstraction based on real practices, so they have some universality. Based on the proposed method in this thesis, several APS (i.e."Dalian city Jinzhou district online one-stop administrative permit system") have been constructed and have achieved good performance.
