With the rapid development of modern society, the disadvantages of the desktop application are becoming increasingly obvious:version upgrade requirements, environmental repeat deployment, not resources sharing and so on. C/S architecture could not satisfy people’s needs, especially for developers:mobile office, resources sharing, collaboration and a series of requirements is proposed. At the same time, the service development in telecommunication industry has always been difficult, this kind of service developer must have professional telecom knowledge and knowledge of software development at the same time.In order to solve the above-mentioned problems, in this paper we propose the cloud change business generation environment which is based on B/S structure. The environment is intended to provide a unified, simple and convenient service development environment. System adopts cloud computing, virtual component reuse, process automation generation and other advanced technology as support. The environment can be directly access through the browser, and at the same time, it provides subnet operational capability custom. In this environment, it provides graphical interface for the telecom service developer. After the service development, the environment could generate BPEL process automatically, and run it with the technology of virtual component reuse.This paper firstly introduces research background and main work. Then discuss the situation of the development of the technology currently, including cloud computing technology, component and its service trend and automation trend, BPEL technology and so on. Secondly, there comes the requirement analysis include functional requirements and nonfunctional requirements. In the functional requirements analysis we list application scene. Thirdly, we propose the system overall design and the main module design and implementation. Hierarchical structure, internal interface, layer function, external interface. The detail design and implementation is in the main module design and implementation. Fourthly, there are system tests and analysis, the system function and performance are analyzed through the typical scene test. Finally, there is the summarization and prospect part of the paper.
