The wireless communication network exists around us and continues to expand. It brings great convenience for our information exchange. It can be said that people now cannot leave the mobile phone or mobile communication networks. We rely on communication networks to do information interaction with others. With the number of mobile phone and users of mobile communication increasing, communication network is bearing increasing pressure. Amounts of information exist in the wireless network all the time. The Network Optimization workers need to take on the task of maintaining the network running at the best level. Thus, for mobile communication system, network optimization is undoubtedly of great significance and a key factor to improve the quality of network service, and network optimization is also an approach for communication enterprises to enhance the core competitiveness.Data service is the main business and advantage of TD-SCDMA network. Therefore, the optimization of data service is the core in TD network optimization work. This study is related to the optimization of download rate for small files.Download of small files occupies a high proportion, and mostly users download small files, so users’ data business experience largely depends on the download rate of small files. Therefore, it is particularly important to enhance download rate for small files. This thesis is aimed to seek for a scheme to enhance the download rate for small files, which has great practical significance.Regarding enhance of download rate for small files as core research point, this thesis analyzes the TD-SCDMA network structure and signaling processes and researches on rate regulation mechanism of the PS domain of the TD-SCDMA network,and a shortage in the mechanism is found.When rate rise is needed, it takes a long time to accomplish rise of rate. It is the reason why it takes long to download small files. This thesis proposes a better scheme which will accelerate the rate regulation process. What we should do is to lower the rate-rise threshold and the rate-decline threshold in RNC data buffer in some degree, at the same time reducing the number of4A events that should be transmitted. In this way, we can accelerate the rate regulation process to improve download rate for small files.
