With the popularity of intelligent terminals such as bamboo shoots after a spring rain, a variety of APP software was the outbreak trend. A variety of social, application software is frequently used by people in daily life. Most of the APP intelligent terminal application software need to connect to the Internet, but the flow is not significant. Once this small rate business scale becomes larger, the pressure will be considerable network. Because this kind of service bottleneck in wireless network air interface, how to optimize the air Interface will be very important. This thesis has the following research results:Firstly, according to the four kinds of application software for the more popular net work test. The tests included service access time, in the network events and release time. Test data can reflect the law and characteristics of small rate service.Secondly, the channel characteristics of TD-SCDMA system, puts forward the channel frame multiplexing function and its application in the network. The purpose of the program is to reduce the number of HS users with the channel occupied, changed the HS carrier with channel downlink with channel constraint condition, single HS carrier can access more users. This method does not increase in HS carrier status, can be exponentially increase the throughput of single carrier, can be avoided due to the increase in the number of users to reduce the user rate. This method can be more in the number of HS users, but the flow is not high places open, especially suitable for small rate service.Third, this paper use four state TD-SCDMA of UE in the system of one, the purpose is to let the small rate service can migrate to the FACH state after no flow for a period of time, the release of excess channel, so the network can accommodate more terminal. At the same time, as has been switched to the FACH state, and not completely release link, the user need not again to launch a RRC connection to establish business. According to this method, the user use small rate business, did not feel disconnected from the network, enhance the user perception.
