In recent years, with the fast developing of civil aviation, the air traffic jam and flight delay have been increasingly serious, given the air traffic mange system huge pressure and challenges than ever before. To support the flight coordinated operation control and communications between air traffic, airline, airport companies, the Major National Science and Technology Support Plan put forward the project of design and implement the concept and demo system of System Wide Information Technology. The research in this paper is SWIM Messaging System.The SWIM Messaging System is designed with Service Oriented Architecture, and Web Services is used as the realizing method. In the precise design, SWIM Messaging System is divided into three layers, application, technical service/data access, and network support. The SWIM-GATEWAY is realized in technical service/data access layer, completes the service publishing and service integration. SWIM-ADAPTER is realized in application layer, completes the interface between external systems and SWIM-GATEWAY.Based on the analyzing of structure and system, the software is developed with Java language. In the development of SWIM-GATEWAY, CXF is used to realizing the publish of Web Service; Mule ESB is used to deploying Web Service. In the development of SWIM-ADAPTER, Apache FTP is used to realizing the file exchange between external systems and ADAPTER, ActiveMQ is used to realizing the file exchange between ADAPTER and GATEWAY.
