Along with economical growing, the information century has already arrived and each kind of information trends to digitization and clearness in our life. In order to strengthen the safety supervision and make well data management of passenger bus in and out of the station, people will play these advantages such as a large computer storage space, high-performance processing power, highly reliable data security, and clear visual data to support unit for vehicle safety management. Through the reasonable use of computer resources, people can achieve the goal of reducing labor and improving labor quality.This paper describes the design and realization process of system using the standard modeling language UML, and adopts the idea of object-oriented to analyze and design. In the phase of requirements analysis, first,this paper summarizes the system, and analyzes the data of system; introduces the performance requirements, functional requirements and target which is expected to reach of the system, and has carried on the use case analysis to system function. In the design phase, this paper introduces design principles, technical architecture, functional architecture and network architecture of the system; describes the detailed design of the system by the class design and sequence diagram, and introduces the design of the database. In the implementation phase, the paper introduces the development environment and hardware and software environment configuration, and describes the implementation function, and shows part of codes of function implementation of the system. In the test phase, the paper introduces test environment, and describes function test and requirements of the system. Finally, this paper summarizes all the work.System realizes the functions which are station management, shift management, outbound management, statistical reports and system management, using the Java language and JSP technology and B/S development model, based on the SSH (Struts+Spring+Hibernate) framework design implementation, and using SQL Server2005as the database server. Station management implements the class management of passenger vehicle, including station data submitting and data management. Shift management implements the flight data management and can provide the foundation for the outbound message input. Outbound management implements the safety information submitting and query management of the outbound passenger vehicle, etc. Systems management is mainly to establish and modify user’s information, and assign the corresponding permissions. Statistics reports achieves comprehensive management, and the query and statistics of the outbound data. It provides an electronic platform for Wei fang city passenger station safety regulation system.At present. Wei fang city passenger station safety regulation system has been developed, the function of which gradually improved by test and modification. And now can achieve system goals and meet the needs of the business of passenger station.
