With times past by development, government information building is put in a key positionby community all circles, governments at all levels has been built computer local area networkcovered the office. Office automation system which applied to all departments has been ingeneral use. Petition is the bridge and the bond between the government and the people. On onehand, it can reflect the social conditions and public opinion, resolve social conflicts; One theother hand, it can meet the people’s benefit appeal by this means. In recent years, the rapiddevelopment of computer network technology gives information construction of the petition asolid technological base. So government information building has a great significance to thesociety and practical value.The major works and the innovation point of this paper are listed as follows:(1) Combined with the situations of government information building in home and abroad,this article carries out investigation and research on letters and visits in SHOUG GUANG. Itanalyzes the requirement of this system by use case diagram and determined the systemarchitecture and functional structure. In the detail design period, the system analysis modelingand the database construction has been designed. This article introduces each stage by UMLclass diagram and sequence diagrams.(2) According to several common MVC design patterns at the moment (struts2, spring,hibernate and S2SH), S2SH which is popularly used is selected as this system’ frame. Accordingto the frame technological request, management system for petition based on J2EE is designed.The management system has five function mold pieces: tendency investigations, register, petitionmanagement, file management, important case reminder. Each module is divided into thedifferent subsystems according to different business requirements.(3) The innovation point of this paper is the applications of the trained BP network inpetition lawsuit dispatching. For office workers giving priority to solve the most urgent case, amodel of decision support system which is mainly based on expert system and neural netsaccompanied is proposed. It determines the nature of the case by case state which is seen ascharacteristic of case. In this model, the improved PSO algorithm optimizes threshold and weightof BP neural networks. The petition case can be correctly classified by it. It avoids BP neuralnetworks falling into the local traps, and enhanced the decision-making ability of those office workers.(4) Due to hierarchical scenario of this system, this paper presents the implementations ofPO layer, DAO layer, Service layer and Web layer.At present, the system has been applied. The practical running results show the good effectand the expectant goal is reached. With the fast development of the society, more and more socialissues and conflicts come out in our life. Requirements for the complaint reporting handlingoffice will continuously change as the environment changed. We will continue to be improved,updated to a more powerful, more extensive system to meet the needs of social development.
