Schedule control is one of the three control objectives of the project supervisionwhich is very important to whether the whole project is be fulfilled by mass, byaccount, in time. Meanwhile, many factors affect the progress of the project; theformulation and execution of progress control plan are difficult. So, Schedule controlputs forward higher requirements on supervision.In the traditional project progress control measures, the technical meansemployed by the supervising engineer are Gantt chart, s-curve and network diagram.Critical chain project management has obvious advantages completed to traditionalprogress. The project plan formulated by critical chain project management is more inline with the actual situation of the project, this is because it emphasizes in theprogress of development of a project plan, not only to consider the constraints of thelogical relationship between tasks, but also to consider the constraints of the task toperform the required resources, and also consider the impact factors of humanbehavior such as students syndrome and Parkinson’s Law which create slacken atbegging tension at end. The core idea of the theory is the emphasis on overalloptimum rather than sectional optimum, by abatement security time, setting buffer forcompensating the uncertainties factors which adversely effect on the duration.Choosing a suitable project progress control method plays a multiplier effect onthe success of project. Earned value analysis a multi-target integrated managementtechnology has been applied in many fields, with the amount of money instead ofquantities to measure the project’s schedule and cost performance, using three basicparameters and four evaluation index to judge the project’s implementation. Earnedvalue analysis dose not speed up the progress of the project, it is only a measurementtool; according to the results it calculated to adjust the project schedule.Based on the earned value analysis and critical chain management technology,the paper hopes to explore a progress control method which is suitable to supervisingengineers. Firstly, the paper detailed analyses the basic assumptions, core idea andapplication steps of the critical chain management, on this basis, figure out optimization measures the critical chain project management owned comparing totraditional project management technologies, then, point out deficiencies in criticalchain project management monitoring, performance in the size of the buffer set is notprecise and judge the performance of the project’s progress only rely on consumptionof the buffer, obviously this increase the risk of schedule control.Based on this, the paper proposes to join critical chain project management andearned value analysis techniques together, and calculated earned value on criticalchain. Using this method can better clear the reason of project progress is earlier ordelayed, to provide a reference for effective allocation project resources. Finally,empirical studies have shown that using method which is proposed by the paper canbetter monitor the progress of project in supervision work and to avoid project risk.
