With the increasing of the amount of inland shipping, shipping accidents have often occurred, and various ship violations are increasingly serious threat to the safety of shipping, which greatly affect the safety and smooth flow of the inland shipping. In this situation, it is important to develop a ship illegal information collection system used in portable handheld devices. The system can real-time and rapidly detect a series of data about the navigable ship of disembarkation, such as the draft、the height or the speed.It’s convenient to monitor and manage this navigable ship, and also has great significance to prevent the ship accident coursed by violations.First of all, we dissert the overall program of the mobile ship illegal information collection system. It is composed by the ship headroom detection subsystem based on image processing、the ship draft detection subsystem based on ultrasonic sensor array and the ship speeding radar detection subsystem. Also, the control center monitoring subsystem and the handheld terminal query and illegal monitoring subsystem will be mentioned in the following.The paper presents a method of ship headroom measurement based on image processing, the system gets two images of navigable ship of different angles at the same time, identifies the ship targets and processes the image to obtain the ship coordinates in the two images of the highest points and the lowest points, and in accordance with the principle of binocular vision to draw the actual height of the ship, and at last simulation for the method of using binocular vision to measuring height.According to the specific requirements of the system, we complete the software design of control center monitoring subsystem, analyze the information broadcasted by VTS system, parse the data of ship static information which is receive through the serial port, set up ship information database which is connected with the system software by ADO technology, achieve the querying and modifying of ship information. With TCP/IP protocol, the remote transmission of data and pictures turns into real. We also design the client of the ship illegal information inquiry and monitoring used in the Android system in order to remote monitoring the ship, study the network transmission、data processing and image acquisition technology which are applied in the system software.Finally, we tested and simulated the system in the laboratory. The system initially meets the design requirements.It brings about remote monitoring of the illegal ship and the query of the ship information. The system’s technical approach is feasible, laid the foundation for the subsequent phases of the project.
