With the rapid development of mobile Internet, mobile phone plays a more and more important role in people’s daily life. People begin to use the smart phone instead of a PC to deal with daily affairs, such as emails, online shopping and so on. Therefore, the demand for the extended function of the software of the smart phone grows with each passing day. But at the same time, more abundant applications will also put forward higher requirements for intelligent mobile terminals and network bandwidth. Mobile terminals, however, compared with the traditional PC, there are inherent limitations. First, the processing capability of the mobile terminals is weaker, whether it is in operation or in the multimedia processing with PC, there is a big gap. Secondly, the storage space of the mobile terminals is small, whether the memory or external memory, can not be extended like the PC. Thirdly, the network bandwidth is relatively small, although with the slow population of broadband mobile access technology such as3G, Wi-Fi and the bottleneck in bandwidth has been continuously made breakthrough, there is still a big gap compared with the needs of users. And the combination with cloud computing is the future direction of the development of intelligent mobile terminals.The paper which based on the problems facing by mobile internet application build a open development framework of mobile cloud which is cooperated with Openmobster, JBoss and Android. Our work focus on the framework design as requirements based on the analysis of Openmobster cloud platform. It did some improvements on platform which adds a method of web control and complete the data transfer method solving the limitation of platform which is data transfer and interactive.In order to verify the feasibility of the framework, the paper designs and realizes a digital monitoring system for industry and commerce, on the basis of the framework in combination with the actual application requirements. It mainly contains three parts-the Web client, the Server and the Android mobile client. The Web client and the Server adopts B/S architecture, the Android mobile client and the Server uses C/S framework. The Web client mainly realizes hypervisor-based, information management, task issue and tracking and positioning function. The Android mobile client can allow the outworkers to realize Mobile Law, law enforcement officials can enforce the law whenever and wherever only with the intelligent terminals, such as location, label, screenshots, photographs, endorsement and upload etc. The Server side is based on Openmobster cloud platform, according to the communication mechanism of the platform to realize data communication between the mobile phone client and the Web client.In the paper, the research background and significance, overseas and domestic research status and main research work are introduced firstly, then carries on the demand analysis, introduces the mobile cloud application development framework and the design goal and function requirements of business of mobile supervision system. On this basis, the development framework and the system is described and designed in detail. Finally, the realization of the system is introduced and the function test is made, at the same time to the summary and prospect of the whole work, and it analyses and points out the shortcomings of the current work and the direction of the next work.
