With the rapid development of maritime traffic, the ships on the sea are getting more and more crowded. Marine navigation radar became the necessary navigation equipment for sailors’safe driving on the sea, it provides for the drivers the position and navigation information of the obstacles that may threaten to our ship and then ensure the safety of navigation. At the premise of the increasingly application of radar technology, the research of radar signal will become an inevitable trend. Data processing of marine navigation radar include radar clutter’s processing,radar signal’s detection, radar data’s admission, target motion data’s operation, targets’tracking and navigational hazards’ judgment. The research and development of radar’s signal processing algorithm need proper radar video signal source, especially the algorithm of target tracking, it needs the signal of moving target. The best way is to go directly to the ship at sea for experiment, but the method is restricted by objective conditional factors such as cost and time, then the sea experiments widely be used is not realistic. Therefore, people usually use simulated radar signals instead of the actual signals as the signal source for developing and testing algorithm.In this paper, we study a technology about the simulation of moving targets based on the real video signal actually collected. The radar video signal was collected on the ship stopped at the harbor; therefore, the collected targets are mostly static. In order to simulate moving targets especially the traffic situation like target maneuvering and targets’meeting, the static radar target is demanded for moving according to user’s request based on the collected radar video signal. Then the echo of the simulative target video signal is real (actual collected), but the regular pattern of motion can be changed. Each image of the image sequence will be read and displayed in the program firstly, the user choose one (or more) goal on the interface and set the course and speed for the target. The system will detect the target selected by user at the back of each image automatically and move the whole echo of the target to the right place according to the moving parameters set by user and the radar’s antenna rotating cycle. In this way, the selected target will move according to the parameters after the image sequence which had been processed. After the stillness radar target realizes the simulated movement, we can change the original the course speed by manual intervention to it, the target can move according to the operator’s request. The system will adjust the moving target’s bow when it deviate from the course set by the user in order to keep the bow according to the course.
