The simulation of moving targets is significant to the radar system simulation. The data obtained from simulation has a close relation to radar signal processing and optimization of radar system design. The key of the simulation is to select a suited set of models and parameters which represent the motion and the echo of moving targets, Because the perform of microwave radars operating over the moving targets is very complicated.In this paper, we discuss how to simulate the motion of targets with a method of parameters simulation. And then we get a track clearly through controlling the flight parameters and the time increasing. The way reduces the error.This paper also particularizes the prime parameter of the echo--Radar Cross Section (RCS ) which is influenced by many factors. Considering the fluctuation of RCS and the modulation by the radar antenna, the paper contains both slow and quick fluctuating targets. Through simulation we find the generated signal can be used in the simulation of the Radar system and the moving targets are slow fluctuating targets at the most time.
